What SAM.gov is
SAM.gov is an official U.S. government site that brings together entity registration, contract opportunities and other federal award information. Searching the site and registering directly are free.
A contract opportunity is not a promise of work. It is a notice tied to a federal acquisition process. The notice and attached solicitation documents control what an interested business must do.
Know when registration is required
SAM.gov's registration guidance distinguishes full entity registration from obtaining only a Unique Entity ID.
An organization that wants to bid or apply directly for a federal award as the prime awardee needs an active SAM.gov registration. SAM.gov assigns the Unique Entity ID during registration. An entity that does not intend to apply directly may have a different need, such as requesting only a Unique Entity ID for certain reporting or subaward purposes.
Requirements can vary by award type, entity and role. Do not assume that a subcontractor, grant applicant and prime contractor follow identical steps. Use the official registration page and checklist for your situation, and follow the solicitation's instructions.
Keep registration details accurate and allow time for validation. A registration started near a response deadline may not become active in time.
Understand the notice type
Not every notice asks for a bid. A sources-sought notice or request for information may support market research. A presolicitation notice may describe an expected procurement. A solicitation requests responses under stated terms. An award notice reports an outcome.
Read the notice type before preparing documents. Responding to market research is different from submitting an offer, and the required content may differ.
Read the opportunity from the top down
Capture the basic identifiers first:
- notice or solicitation number;
- agency and contracting office;
- notice type;
- response deadline and time zone;
- place of performance;
- NAICS code and stated size standard;
- set-aside, if any;
- contracting officer or listed contact;
- attachments and amendment history.
The NAICS code describes the industry category assigned to the acquisition. A set-aside can limit who may compete. Do not decide eligibility from a label alone; check the notice, applicable representations and official small-business guidance where relevant.
Read every attachment and amendment
Important instructions may be in attached files rather than the summary page. Download the solicitation, statement of work, clauses, pricing schedule and required representations. Record each amendment and confirm whether acknowledgment is required.
Build a compliance matrix with four columns:
- requirement or instruction;
- source section and page;
- response location;
- owner and completion status.
Include formatting rules, page limits, file names, signatures, certifications, pricing forms and delivery instructions. A persuasive response can still be noncompliant if it ignores a mandatory instruction.
Decide whether to pursue the opportunity
Before drafting, assess fit:
- Does your entity qualify under the stated competition and set-aside?
- Can you perform the required scope, location and schedule?
- Do you have relevant past performance you can document truthfully?
- Can you meet insurance, security, bonding or other stated conditions?
- Is there enough time to prepare a compliant response?
- Can you price the work responsibly under the requested structure?
Unknown information belongs on a question list, not in an invented claim. Use the notice's question process and deadline when one is provided.
Prepare a compliant response
Follow the solicitation's required structure even if you prefer another format. Address evaluation factors directly and connect claims to evidence. Describe only staff, experience, licenses, certifications and performance that the business can verify.
A capability statement or executive summary may help when appropriate, but it does not replace required volumes or forms. A pricing narrative should explain assumptions without creating unsupported cost claims. Mark unresolved figures with internal placeholders until authorized data is available.
